Shizuo Heiwajima is a monster if there ever was one - a man who can throw streetlights and vending machines like it's no thing. His rage is the stuff of legends, and his tantrums always leave the hospitals full.

One has to wonder why the authorities in your world let someone that dangerous continue to live in such a way that he poses a danger to others.

So a criminal in your world must be a murderer before action is taken.

According to "the law" not really but... Well, it's the 'buro. Everyone's committed a crime or three unless they're a stickler for the rules.
